Does anyone have a recipe for scallion dip?

I went to a wonderful restaurant and they served this bright green scallion sauce for dipping the bread. It was marvelous. The waiter said it had scallions (which I could see a few bits of), champagne vinegar, garlic, olive oil, and a little sugar. Does anyone have a recipe like this?
I have tried this before it is alright
Scallion Dip:
3 bunches scallions (green onions)
1 tablespoon extra-virgin olive oil
2 medium cloves garlic, finely chopped
1 red jalapeño pepper, seeded and finely chopped
Finely grated zest of 1 lime
2 tablespoons fresh lime juice
2 cups sour cream (can be light)
¼ to ½ teaspoon kosher salt
¼ teaspoon fresh ground black pepper
1. Trim away about 2 inches from scallion tops. Cut remaining whites and greens into ½-inch pieces.
2. In a large sauté pan, heat olive oil over medium heat. Add scallions and cook until soft, about 5 minutes. Add garlic and jalapeño; cook 1 minute longer. Remove from heat and cool slightly in pan.
3. Stir in lime zest and juice, sour cream, salt and pepper. The dip can be served warm. Or cool, cover and refrigerate overnight for later use.
