The grocery store product is the final product to be used. It’s probably best from seeds. At any rate, growing tips can be found here:

sure. i’ve even grown garlic from cloves i got at the store.
go and buy onion sets. Or use seeds, if you plant an onion that is already mature it will rot and then put up a dinky after thought.
